Regulators start review of OG&E power agreement with Google data centers

Oklahoma Corporation Commissioners scheduled a special meeting Tuesday morning to review the Electric Service Agreements made by Oklahoma Gas and Electric to provide power to three new Google data centers.

An administrative law judge will conduct the hearing at a 9:30 a.m. meeting and commissioners may or may not attend and no vote by them is anticipated.

The case, 2026-000031, involves a landmark contract for which OG&E will power three new Google data centers in Muskogee and Stillwater. Many details of the contract are considered confidential and files in the case are also absent of any pages made available to the public. Others are redacted or labeled confidential.

OG&E had stated the Electric Service Agreements are designed to support economic growth, contribute to grid stability and protection of existing ratepayers as the new large-load demand enters the system. The utility had previously announced it would supply electricity to the data centers.

As revealed, Google will pay 100% of the costs require to connect the data center sites to the grid and cover all contracted costs regardless of energy usage. The tech company also indicated it will provide power generation to serve the data centers from two solar arrays currently under construction.

OG&E also said the power agreement will be the basis for a new large-load tariff to be reviewed by the Corporation Commission, and formal approval is needed before the agreement with Google can take effect.

One filing that was public included testimony of Frank Mossburg on behalf of the commission’s public utility division in which he supported the proposed plans of Google and the utility. He stated that OG&E has demonstrated a need for new generation supply and the Electric Service Agreements “feature reasonable protections for ratepayers.”
